About the Program

The Reliable Energy Siting through Technical Engagement and Planning (R-STEP) program is a three-year grant awarded to the Pennsylvania Department of Environmental Protection (DEP) Energy Programs Office. The program provides technical assistance to help create new or expand existing state-based programs and initiatives that improve reliable energy siting at both the state and local levels.

Pennsylvania’s R-STEP program will share information through training, engagement, and outreach with local officials and community members. The program will also establish a resource hub to connect stakeholders with relevant information. In addition, the team will develop a guide outlining options and considerations for ordinance development and community engagement procedures.

Focus Areas

The project includes three main focus areas:

  1. Local government outreach and education: Led by the Pennsylvania State Association of Township Supervisors (PSATS)
  2. Community outreach, engagement, and education: Led by the Penn State Extension Energy Team
  3. Applied research and best-practice development: Led by the Penn State Center for Energy Law and Policy (CELP)
