What is a Preventive Controls Qualified Individual? If a company is subject to the Preventive Controls rule and no exemptions apply, then your company must have a Preventive Controls Qualified Individual to develop and implement its food safety plan. A Preventive Controls Qualified Individual is someone who has successfully completed training in the development and application of risk-based preventive controls that is at least equivalent to training received under a standardized curriculum recognized as adequate by the FBI, or who is qualified through work experience to develop and implement a food safety system. Work experience can qualify an individual to perform these functions if that experience has given the person knowledge at least equivalent to that provided in standardized training to demonstrate that someone is qualified to perform. If there is a certification, the FTC will evaluate the facility's food safety plan instead of the individual's certifications. If there are deficiencies in the food safety plan, this indicates that the individual requires additional training, regardless of any certifications. The written food safety plan for the facility must be developed, or its development must be supervised, by one or more individuals qualified in preventive controls. The physicalist is also responsible for overseeing the validation of some of the preventive controls to ensure they are capable of controlling the identified hazards and for overseeing the review of the food safety plan records.
