The Foreign Supplier Verification Program ( FSP) is a VIP program that importers subject to the standard must have in place to verify that their foreign food suppliers are producing their food in a way that provides the same level of public health protection as the Preventive Controls or Fresh Produce Standards. It also ensures that the supplier's food is not adulterated or mislabeled with respect to allergen labeling. The importer must establish a Foreign Supplier Verification Program for each food item imported from each of their foreign suppliers. The importer may request information from their foreign supplier or other members of the supply chain to comply with the requirements of the Foreign Supplier Verification Program. If you are an importer subject to the requirements of the Foreign Supplier Verification Program, the following activities and records constitute the Foreign Supplier Verification Program: Food hazard analysis, which must include hazard identification and assessment; an evaluation of the performance of each foreign supplier; written procedures for approving foreign suppliers based on their evaluation; and other necessary documentation. Written procedures are required to ensure the use of only approved foreign suppliers. Although some exceptions exist, it is necessary to develop and conduct appropriate verification activities and evaluate their results. If necessary, corrective actions must be implemented. The importer must be identified within the Foreign Supplier Verification Program upon entry of the food. Records and documentation required by the EFS VIC must be maintained, and the Foreign Supplier Verification Program must be re-evaluated due to any event or every three years. The FX includes all records and documentation demonstrating compliance with the applicable requirements of the Foreign Supplier Verification Program for an imported food and a particular foreign supplier. A qualified individual must develop and implement the Foreign Supplier Verification Program and carry out each of the activities required by the EFS VIC and Signature Standard. A qualified individual must have the necessary education, training, and experience to carry out their assigned activities and must be able to read and understand the language of any records they review while conducting verification activities.
