Serving Pennsylvania workers, families, and employers since 2016, Dr. Sidikou, aka Sam, is a professional public-servant who played various roles in research, program implementation, service provision, policy recommendation and regulatory enforcement, including Executive Policy Specialist, and Employment Secuity Audit & Investigations Specialist, at the Department of Labor & Industry (L&I). Prior to L&I, Sam was a manager in the finance and translation industries, though he started his early career as a Journalist and English teacher in the Republic of Niger.
Dr. Sidikou was born and raised in Niger and came to the United States, in 2007, as an international Fulbright Exchange Student. He speaks five languages, including French, and loves to learn more languages because he believes that language is the key to knowledge and peace, two things he learned to cherish more than titles, power, or money.
Dr. Sidikou holds a Ph.D. in Administration and Leadership Studies from Indiana University of Pennsylvania (IUP), since 2021. He won the Outstanding Student Research Award from IUP for his dissertation in applied Transformational leadership, in public service agencies, conducted at L&I. Prior to his Ph.D., Sam completed a bachelor's degree in English, with minors in Journalism & Public Relations at Indiana University of Pennsylvania and a master's degree in Translation & Localization, at New York University (NYU).
Growing up in one of the world's most challenging environmental and socio-economic conditions in Niger, Sam learned to care about the suffering and well-being of those around him. He started his leadership journey leading an organization of thousands of students to advocate for clean drinking water, food assistance, energy and healthcare investments, and better schools for the poor. The organization also advocated against corruption, greed, and bad governance, blamed for the misery of his people who starve on lands rich in Gold, Oil, Uranium, and more because leaders have failed them.
Dr. Sidikou understands that leadership is a process of personal sacrifice for the sake of others, a commitment to service, and a secret inner vow to elevate others out of struggle and lead them to social welfare, cohesion, and peace. As a villager, he believes that he is a beacon through whom he passes the blessings of those struggling in his village and that whatever he has belongs to all of them.
Sam is proud of his excellent academic and professional successes and honors, especially coming from a village where many have lost all, including hope. But his proudest accomplishment is giving his village community access to free clean water by building a water tower, electricity by installing a free community meter, food, and healthcare by sending money to pay for grains and medicine to replenish the reserves.
Today, Dr. Sidikou lives Indiana, PA (Indiana County) with his 16-year bride that he met at an IUP bus stop. Together, they have two children, Sophiana (15) Jamil (10). Sophiana is an athlete in varsity Basketball, Tennis, and Track who dreams of becoming a veterinary doctor and owning horses. Jamil is an athlete in Basketball and Baseball and dreams of attending business and culinary schools and owning his gourmet restaurant.
After raising his children to adulthood, Sam plans to return to Niger to expand access to water, food, energy, and medicine to all villages. Sam plans to run for political office in order to right the wrongs of bad governance by influencing and directing policy and funding towards community and economic development and socio-economic justice for all his people, the true heirs of Niger's stolen mineral fortune.
