Rebecca Csutoras

Board Member, RULE XI, York County

As a member of RULE XI Rocks, Becca began her crazy journey as a disgruntled school teacher in Libertyville, prompting her classmates to question “Is she like this outside of Libertyville too?” Becca graduated from the RULE program in 2007 and was appointed Program Chief for the Pennsylvania Farm Service Agency the same year. Becca flexes her leadership muscles daily in her work as a Program Chief for the USDA Farm Service Agency in Harrisburg. In her career, Becca is responsible for overseeing the administration of many Farm Bill programs throughout Pennsylvania through training of field office staff and providing policy determinations relevant to Pennsylvania’s agricultural producers and land owners. Prior to becoming Program Chief, Becca served as the County Executive Director for USDA Farm Service Agency in York County where she lead a staff of four program technicians in delivering federal farm programs to the producers of York County. Becca has worked for the Farm Service Agency since December of 2003, when she moved to Pennsylvania with her husband Rick. She is currently serving on a National Task Force for USDA Farm Service Agency where she has been assisting in the development of policy and procedure for Secretarial Disaster Designations.

Becca was raised on a family farm in Virginia, and she graduated from Virginia Tech with a BS in Crop and Soil Environmental Science in 1997 and a MS in Vocational and Technical Education in 2000. Following graduation Becca served as the Agricultural Extension Agent and Unit Coordinator for Greensville County and the City of Emporia in Virginia. Becca and her husband Rick have a daughter, Aurelia, and currently reside in York County.
