National 4‑H Conference is the pinnacle experience in 4‑H Civic Engagement, providing the opportunity for young people to connect, learn, engage, lead and impact their communities, their nation and their world.

Teens will choose a topic of interest to them, a cause they want to advocate for, and present a briefing with their team of 4-H’ers from around the country to a federal agency.  The conference revolves around the teens coming together to build their presentation and concludes with the visit to each federal agency. 

Topics last year included (2019 yet to be announced): Texting while Driving, Social Media, Workforce, Conservation. Health, Modern Ag, Rural, Dialogue, Outdoors, Opioids, Policy, Juveniles, Preparedness, Adolescence, House Ag Committee, Senate Ag Committee.

Attendees participate in a special night tour of the monuments around the city.

Pennsylvania 4-H’ers also visit their legislators and have the potential to tour the Capitol Building. 

How to be a Pennsylvania 4-H Delegate

Please contact your county 4-H Educator for information on how to be a youth delegate or chaperone.  Youth will submit a resume and cover letter for review, and once selected will be asked to fill out the event’s registration and medical forms.

All applications must be received by January 11.

Chaperones should plan to watch live or the recordings of the following webinars. Access to the trainings will be made available closer to the dates.

  • February 12: Chaperone Orientation Webinar 3pm eastern
  • February 20: Hill Visit Orientation Webinar 3pm eastern


The 2019 registration fees are:

Youth & Adult Delegates - $930

Work with your 4-H Educator to discuss any options for fundraising or scholarships available. 

Chaperones and members are responsible for their own transportation to the Conference.
