Penn State National Broadband Navigator
This instrument was created through funding from The Rockefeller Foundation to enable community leaders with rudimentary knowledge of broadband technology to create broadband implementation plans for their communities. It requires basic internet skills. It also offers providers the ability to work with communities to develop plans based on community requirements. Most of the files are downloadable to the public, with the exception of those derived directly from the FCC Broadband Serviceble Location Costquest Fabric files.
