Dietary Food Guidelines: What's Changed, Why It Matters, and What Comes Next

The Dietary Food Guidelines for Americans (DGAs) were updated in January 2026. This article notes (1) what the updates are, (2) how they are expected to influence consumption, and (3) anticipated impacts in the dairy industry.

Background and Updated Recommendations

The Dietary Guidelines for Americans (DGAs) serve as the U.S. federal nutrition policy. The goals of the DGAs are to inform dietary patterns and use science-based evidence to link diet and health outcomes. These are updated every 5 years, and the most recent update was released on January 7, 2026. The DGA's slogan is "Eat Real Food," and the guidelines include eight key recommendations.   1. Eat the right amount for you
  2. Prioritize protein foods at every meal
  3. Consume dairy
  4. Eat vegetables and fruit throughout the day
  5. Incorporate healthy fats
  6. Focus on whole grains
  7. Limit highly processed foods, added sugars, and refined carbohydrates
  8. Limit alcoholic beverages

These eight recommendations are accompanied by the suggested daily servings, shown in Table 1. The serving suggestions are based on a 2,000-calorie diet but include adjustments based on individual caloric intake needs.

These guidelines are based on the previous edition (2020-2025), with some recommendations remaining similar. There were a couple of more substantial changes, which included:

  1. The protein serving suggestion increased from 0.8 grams per kilogram of weight to 1.2-1.6 grams per kilogram of weight.
  2. The serving suggestion for dairy did not change, but the recommendation was updated to emphasize full-fat dairy, whereas in previous editions, low and non-fat dairy options were emphasized.
  3. These recommendations specifically call for avoiding highly processed foods and for children under 10 to avoid added sugars.

Expected Consumption Changes

Consumption changes will depend on consumers’ awareness of updates and how closely the guidelines are followed. Compared with previous updates, this edition has been highly publicized, including a Super Bowl commercial. Additionally, analysis of the February 2026 Gardner Food and Ag Policy Survey revealed that 48.2% of respondents were aware of the new DGAs, and 56.7% were familiar with the new image (Kalaitzandonakes et al., 2026). However, uptake, or compliance with these guidelines, tends to be limited. King (2007) noted from a previous update that only 3-4% of Americans follow all the guidelines.

When estimating changes in consumption from the updated guidelines, it is challenging to disentangle which factors are driving them. GLP-1s, consumer preferences, and price and income all play major roles in consumption patterns. The GLP-1 systemically alters how much people eat and their behavior around their diet. In recent years, demand for high-protein products has increased sharply, reflecting a major shift in consumer preferences. This trend complements the updated guidelines, which substantially increased the recommended protein serving. Lastly, prices and income influence consumption. High-income households spend a smaller share of their budgets on food than low-income households, so they are less price-sensitive. As such, it is likely that the DGAs have some influence over consumption changes, but these other factors are also playing a significant role.

So, where do we expect to observe consumption changes that are directly trickling down from these guidelines? The short answer is through federally funded institutions or programs. Hospitals, schools, military bases, and other federally funded institutions will be subject to following the guidelines. Specifically, for schools, the National School Lunch Program (NSLP) and the School Breakfast Program (SBP) are federal nutrition programs that are updated to align with the DGA recommendations. Two other nutrition programs, Supplemental Nutrition Assistance Program (SNAP) and Women, Infants, and Children (WIC), are also updated to align with the DGA recommendations, but the remainder of the article will focus on dairy industry impacts from school meal programs – NSLP and SBP.

Dairy Changes within Schools

The NSLP and SBP are the nutritional standards for school meal programs, and they are updated to align with the DGA updates. The school nutritional standards were most recently updated in April 2024 to align with the 2020-2025 DGAs. Within schools, the most noticeable change from the DGAs is likely to be the endorsement of higher-fat dairy products. One week after the updated guidelines were released, the Whole Milk for Healthy Kids Act was signed (January 14, 2026), reinstating the offering of whole (3.25% fat) and reduced-fat (2% fat) milk as allowed options in schools. The final rule was adopted on June 8, 2026, following the one-month comment period, and includes both the NSLP and SBP.

Schools account for nearly 7.5% of fluid milk sales in the U.S., and approximately 4.13 billion one-cup milk cartons are consumed annually. The milk provided in schools is either fat-free (skim, 0.1% fat) or low-fat (1% fat). However, the Whole Milk for Healthy Kids Act reintroduced reduced-fat (2% fat) and whole milk (3.25% fat) into schools. The anticipated change concerns milk fat rather than fluid milk, as students are offered milk with higher fat content. However, taste preferences for higher-fat milk may also play a role, increasing overall demand for fluid milk, but that is beyond the scope of this article. Danny Munch at the American Farm Bureau Federation estimated the increased demand for milk fat at varying rates of adoption (Munch, 2025).

Schools transitioning from offering skim milk and/or 1% milk to offering 2% and/or whole milk will increase demand for milk fat, but the extent of the increase depends on what is currently being consumed and how many schools begin offering the higher-fat milk. The figure below shows three different scenarios. The assumption is that schools offered a 50-50 mix of skim milk and 1% milk and the scenarios represent (1) 10% of milk consumption in schools switching to whole milk, (2) 50% of milk consumption in schools switching to whole milk, and (3) 90% of milk consumption in schools switching to whole milk. Under these different scenarios, milk fat demand would increase by 6, 30, and 53 million pounds, respectively. The true, realized change will depend on how many schools offer milk with a higher fat content and on which milk students select with their school meals.

The next question that might come to mind is, "Do we produce enough milk fat produced to meet this potential increase in demand?" The dairy industry is ready. Milk production has been increasing and is expected to reach a record high in 2026, following a record 230 billion pounds in 2025. Beyond that, component growth, specifically butterfat growth, has outpaced fluid milk growth. The cumulative annual percentage change in milk production from 2011 to 2024 was 15.9%, but over the same period, butterfat increased by 30.1%, driven by genetics, nutrition, and overall farm management (Geiger and Groves 2025).
