Agricultural Conservation Assistance Program Bidding Requirements and Resources
ACAP bidding requirements were approved by the State Conservation Commission (SCC) setting procurement methods for three expense amount limitations. A micro-purchase is for expenses or a contract value less than $10,000 and requires only informal price quotes. Projects between $10,000 and $249,999 require a small purchase process where written price or rate quotations must be obtained. Projects over $250,000 require sealed bids and advertisement.Â
Conservation districts are responsible for ensuring that ACAP procurement requirements have been met for each project. It is the grant recipient's responsibility to carry out the actual procurement of services and bidding for their project. To help clarify these requirements the Center for Agricultural Conservation Assistance Training (CACAT) and SCC developed a frequently asked questions document that outlines common questions and procedures for the program.
A simple form was also prepared to assist conservation districts and grant recipients with documenting the expense or contract value thresholds and procurement methods used. For conservation districts that do not have formal processes in place, this form can be a great resource to document compliance with program requirements.Â
