RULE Alumnus Bill Kleiner and Chris Panian, (RULE XI) at the RULE XI Commencement
Combined, the Public Affairs Leadership Program (PALP) and the Rural Leadership (RULE) Program have graduated more than 500 alumni who have gone on to become catalysts for change in their communities. The PALP program began in 1971 and included five classes. PALP accrued 259 graduates to their credit. RULE is currently recruiting for Class XIV mode. RULE started in 1985 and has 588 alumni.
