- The 4-H program teaches leadership, citizenship, and life skills. It is an informal, volunteer-led, hands-on, learning program. 4-H projects are research-based, and reviewed by specialists at Penn State University. The goal of 4-H is to help young people become self-directed, productive, and contributing members of a diverse society.
