Pennsylvania's vast freshwater resources - groundwater, surface water, and the linkages the springs, sinks, and wetlands that interface between the two - are both the state's greatest- and most vulnerable asset. The State's producers and other land managers are often stewarding the headwater streams that are the critical sources of water for the populations and natural resources that are downstream of them. Consequently, the philosophy and practices that producers, forest managers, and others undertake with respect to managing land impact the waters that flow across, through, under and from their lands.
