Effective 7/12/2004 the University Corporate Controller's Office has
applied a cap limit on grants and contracts for funding that may be
handled through the County Extension Association Entity Coverage Program
and managed within the local county office. Awards greater than $10,000
must be processed through the College Contracts Office and will be
managed through the University's financial system. Please refer to
the University Procedure for the administration of CES Gifts, Grants
and Contracts posted at the Coop. Extension Operations Handbook: http://www.extension.psu.edu/CEDHandbook/financial.html

Awards of $10,000 or less may be handled through the CEA Entity Coverage
Program and upon College review and approval be managed by the County
Extension Director within the local PSCE Program Account. College
review and approval will come by way of a Memorandum of Understanding
(MOU) signed by the CEA President, Director of Cooperative Extension,
and College Financial Officer. The Controller's Office has secured
signature delegation authority from the Board of Trustees for the
Director and Financial Officer to sign these agreements on behalf
of the University. Dr. Paul Wangsness, Senior Associate Dean, will
sign in the absence of Dr. Jackson and I will sign in the absence
of our Financial Officer, Tom Schaffer. The Wood Agency will prepare
all MOU's as part of their review of the grant or contract and forward
to your office. Your office will be responsible for securing the CEA
President's signature then forwarding to my office for college approvals.
I will make these approvals a priority and expedite the approval process.

have these updates posted to the Cooperative Extension Operations
