The Extension Leadership Team is engaged in a very important project
and need your assistance. We have begun discussions with our Extension
volunteer insurance broker, P.W. Wood and Son Inc, about expanding
our risk management program for Penn State Cooperative Extension volunteers
to include directors and officers coverage for some of our volunteers
and organizations.
Attached (see links at
the bottom of the page) is correspondence provided by David Ferris
from the Wood Office that explains directors and officers coverage
and rationale for adding this coverage to our risk management program.
Our primary focus is on Extension Boards who function as employers.
In addition, we want to target any other Cooperative Extension organization
that makes decisions independent from review and oversight of the
County Cooperative Extension Office. As an example, this might include
4-H organizations that independently manage and make decisions regarding
the use of 4-H facilities, animal sales or manage other 4-H assets.
Ideally, the local Cooperative Extension Office is to have primary
control and responsibility (liability) in the decision-making process
related to all program, administrative and fiscal aspects of the
county Extension program. However, over the years special arrangements
and circumstances have occurred that have put some of our Cooperative
Extension volunteers and organizations in the decision making role.
In an effort to identify
these Cooperative Extension organizations, so that we may obtain
a premium quote from the Wood Office, we are asking for your assistance.
Attached is an application we need you to complete for each Penn
State Cooperative Extension organization in your county that you
feel fit the criteria outlined above. If you are unsure about an
organization or have questions about completing the application,
please direct them to Roger Martell at (814) 865-6629. If you have
no such Extension organizations in your county, simply drop Roger
a note at ram8@psu.edu and tell
him so. So that we may continue to move forward on this important
project, please send your response(s) to Roger no later than Friday,
September 7, 2001. Roger's address is 212 Agricultural Administration

Please understand that
at this point we are only exploring this option. Our decision on
whether or not to move forward and purchase this additional coverage
will be based in large part on the premium quote we receive from
the Wood Office. If you have ideas or thoughts that you would like
to have factored into decisions made on this, please be sure to
forward them to Roger and he will compile and report back to the
Extension Leadership Team.
