Our office has been receiving
an unusually large volume of contacts from county offices regarding
vendors not accepting the University sales tax cards as valid proof
of exemption from PA Sales and Use Tax. It seems as though there
is a heightened awareness of this issue among vendors operating
within Pennsylvania. Possibly the PA Department of Revenue has been
doing a little outreach work.
I have discussed this
issue with the University Purchasing Department and the University's
Tax Manager. They too are experiencing an increase in the volume
of sales tax questions and have suggested that we provide vendors
who do not accept the University sales tax cards a copy of correspondence
from the University Purchasing Department explaining he University's
sales tax position and a completed Pennsylvania Exemption Certificate.
I have attached these resources for your use. Please communicate
this information to your staff and incorporate these resources into
the "University Tax Status Information" section of your OPERATIONS
MANUAL for COUNTY EXTENSION DIRECTORS.
Please let me know if
you have questions. If you experience problems with vendors not
accepting these materials as proof of exemption, you may direct
them to me.
